I have a UK licence which expires on 10 Dec 2020 but the UK government have extended all licences by 11 months due to covid. I may shortly be transferring this licence for a Portuguese licence and I understand they issue a temporary paper licence until the whole process is complete. Does this give you a problem?!!?

I don't think it will be a problem. Yes, you can exchange your UK licence for free for a Portuguese one. Your UK licence then will be void.
